What is the best practice for removing unused tags from the tag list?

If they are unused, you can just delete them.

Go to CRM, Settings, Tags and go to your tag list. You can delete them individually or check the checkbox next to them and delete a bunch at a time. Just be 100% sure that they are truly unused, as you can’t restore them.
