I am NOT a programmer by any means in any WAY shape/type/form but I would think it’d be pretty easy to put a time/date stamp in the Person Notes field?
Is there a way I can put a request in for that?

How the Person Notes are stored in the Database is part of the main contact details.
So when they are saved, all the other contact fields get saved as well.
You would be better off using the individual Notes in the Tasks tab, that way you can see the Creation Dates.
