Is there a way to allocate leads based on time of day? ie AM leads go one way and PM another way?

I am looking for a solution to allocate leads based on time received. eg leads received before noon get allocated to contact 1 and leads received after noon get allocated to contact 2. I am looking for a round robin arrangement but time based. Is this possible?

I’ve used a similar structure for checking that field values are valid before allocating a lead to a sales person based on postcode.
