How to change a user permission to allow that user to create tags?

My user account does not have permission to create tags. My boss wants to add that to my user account, but he wants me to tell him how to do it. Obviously, I cannot see how to do so myself, or I would already have that permission. Can someone please tell me or point me to a video that I can watch to be able to walk him through it?

Go to Users.
Click on ‘edit permissions’ next to the person to edit.

Under the ‘application’ tab, the first option is “can add tag” — set that to ‘yes’
