Creating a rule based on Owner ID

I am trying to create a rule for an action set. The rule is going to be based on the owner ID. However, when I select Owner ID as the rule criteria it is not letting me select a user… but rather is asking me to select a value range based on a decimal. What am I doing wrong?

@David_Hall1,

The value you want to enter there is the Id number that can be found under Admin > Users and next to the user that you would like to set.

You can then just enter the id in both places for the range.
