You are unable to import these people because it will put you over your limit of 30000

That’s fairly self explanatory. Either contact infusionsoft and ask them to increase your limit (it adds a cost to your monthly app fees), or remove no longer needed contacts. Obviously the first option is recommended and preferred as apposed to deleting contacts.
