Can you use the same tag multiple times in the same record?
If you try to add a tag to a contact record multiple times, they will only show as having received the tag once. In other words, contacts will only show as either having the tag or not having the tag, not that they have multiple instances of the tag.
With the above being true, tags can be added to and removed from contacts multiple times in cases where they are being used as trigger goals within Keap campaigns, or for segmentation and tracking purposes.

You can only ever have one instance of a tag on the contact record (if it is there, it’s there).
However, you can add/remove a tag from a contact record as many times as you’d like.
So, if you are doing some sort of looping campaign where you need to restart the campaign by applying the same tag, as long as the tag has been removed previously, you can reapply.
