Can you resend to UnOpened emails?
If you define the time frame in which you consider an email to not have been opened then you can use a timer and the email opened widget to manage this in an advanced automation (aka campaign builder). Keep in mind that an email open is not an accurate metric and this will likely result in some false positives or false negatives that will send the email at times you do not want.
